Our verdict

Binance still books the deepest order books and the lowest headline fee of any exchange in our rotation, and that gap does not close for BTC/USDT or ETH/USDT even against Coinbase's discounted tiers. It is not the platform we recommend without a caveat, though: a $4.3 billion US settlement in 2023 over anti-money-laundering and sanctions failures is recent history, not ancient news, and US residents cannot open the global platform at all. Trade where your feet are.

Ask any active trader which exchange has the thickest order book and Binance is usually the answer before the question finishes. We wanted numbers, not reputation, so we funded an account, placed spot and futures orders against the live book, pulled the current fee schedule and read the 2023 settlement documents ourselves rather than trusting a summary.

The number that draws traders in

Binance's base spot fee sits at 0.1%, undercutting Coinbase's Advanced Trade tiers and matching or beating most mid-size exchanges before any discount applies. Pay that fee in BNB and it drops further. On our BTC/USDT test orders, the book stayed deep enough that a five-figure market order barely moved the last traded price, something we could not say on two smaller exchanges we ran the same test against that week. The market overview page we used to check prices before every order lists hundreds of pairs with live 24-hour volume, and it loaded faster on a slow hotel connection than either of the two rival dashboards we compared it against.

Reading the fee schedule properly

The published fee schedule rewards volume aggressively: makers and takers both step down as 30-day trading volume rises, and futures run on a separate, generally cheaper table than spot.

None of this is hidden, unlike the spread Coinbase folds into its simple buy button. What is easy to miss is that BNB discounts and VIP tiers only help traders who already move real volume; a once-a-month buyer sees closer to the base rate with no meaningful discount path. Withdrawal fees sit on a separate, per-coin table that changes with network congestion, so check that page too before assuming the low headline trading fee is the whole cost of using the platform.

Binance keeps spot trading, futures, options and staking under one login, and the interface reflects a platform built for people who already know what a limit order is.

We placed limit and market orders on the spot book, then moved to futures on the same balance without a separate deposit.

Leverage on futures goes high enough to worry a beginner, and Binance gates it behind quizzes and risk warnings that, in our experience, take about ten minutes to clear. That friction is deliberate and, given the settlement history below, arguably overdue.

The settlement that should change how you read every claim on the site

In November 2023, Binance agreed to a $4.3 billion settlement covering the Department of Justice, FinCEN, OFAC and the CFTC, resolving charges that the exchange let transactions flow through sanctioned jurisdictions and ran anti-money-laundering controls too weak for its size. That is the largest such settlement of its kind, and it sits alongside a separate SEC lawsuit that the agency dropped in May 2025. As of our publication date, a federal inquiry into possible Iran-related sanctions issues was reported as still open. None of that means the platform is unsafe to trade on today, but it does mean the compliance story is not finished, and we would not describe it as resolved.

Where you actually cannot use it

The global platform blocks US persons outright; Binance.US operates as a separate, more limited entity that excludes residents of several states. National bans keep Binance out of mainland China and a dozen smaller markets, and US sanctions block Iran, Cuba, Syria, North Korea and Crimea entirely. Regulatory disputes pushed Binance out of Canada and the Netherlands after it had operated there. If your first question about an exchange is "can I actually sign up," check the current list for your country before reading any further, because the answer changes faster than most reviews get updated.

Verdict: the fees are real, so is the history

We would send an experienced trader outside the US to Binance for the liquidity and the 0.1% base fee alone; nothing else we tested matched that combination on the pairs that matter. We would not send a first-time buyer here without pointing at the settlement first. Binance rewards people who already know what they are trading and punishes nobody more than the person who assumes the largest exchange must also be the simplest, or the safest, place to start. Treat this as a description of what we found, not a recommendation to trade; only you know your own country's rules and your own risk tolerance.
